Traffic and Parking Study findings
With the roadway and intersection improvements recommended to accommodate both existing and future conditions, the traffic generated by the proposed new library building will have no significant impact on traffic conditions in the area. The adjacent intersections have sufficient capacity to accommodate new library traffic.

The closure of Grove Avenue will not have a detrimental impact on the traffic flow in the area and can be accommodated by the existing roadway system. The existing parking supply in the area surrounding the library site is adequate to meeting existing demand. The loss of on-street parking along Grove Avenue will be more than offset by the proposed parking garage that will more than accommodate library parking thus freeing up on-street spaces currently occupied by library patrons.

Contract Approved for Owner's Representation Services
In September 2000, the Library Board contracted with Owner Services Group for owner's representation services. OSG has provided owner's representation services to numerous Chicago area libraries including DesPlaines, Schaumburg, Maywood and Indian Trails (in Wheeling). The Library's Project Executive is Anthony Oliver and the Project Manager is Elliott "Chip" Sproul.

Among the services the owner's representative provides are general project coordination including coordination of all necessary permits and approvals, creation and maintenance of project budget and schedule including milestones and critical path items for the project, negotiation of a contract for architectural services, review of design documents, development of process to solicit bids for the project, and coordination of construction quality control testing.
