March 2001 events in the Main Library Project

Public Hearing on March 6, 2001
Rendering of the new main library building.The Oak Park Village Board held a Public Hearing on the Library's "Application for Special Use Permit for Construction of the Proposed New Library Building and Underground Parking Facility" on March 6, 2001 at Village Hall.

Architect Don McKay of Nagle Hartray Danker Kagan McKay Architect Planners of Chicago presented this artist's rendering of the new main library building at that meeting.

Village Board Approves Closing Portion of North Grove Avenue
The Oak Park Village Board of Trustees voted unanimously March 6, 2001 to pass an ordinance to close a portion of North Grove Avenue. The Oak Park Public Library will receive the western half of the closed street and the Park District of Oak Park will receive the eastern half. Because the Library will be able to build on what is now Grove Avenue, the new main library building will be constructed with three stories instead of four. The eastern half of Grove Avenue will be redesigned as a plaza between the new main library building and neighboring Scoville Park.

The Village Board agreed to waive payment from both the Library and the Park District of a purchase fee equal to the appraised value of the land. The Library will be responsible for the cost of relocating utilities which currently run under Grove Avenue. A unique intergovernmental agreement among the Village, Park District and Library will dictate responsibilities and privileges of the three parties.

The Village Board then held a hearing of the special use permit requested by the Library. Library Board President Janet Kelenson, Architect Don McKay of Nagle Hartray Danker Kagan McKay Architect Planners of Chicago, Landscape Designer Carol Yetken, and a representative of the Library's traffic consultant were among those presenting for the Library. The Village Board voted unanimously to direct Village staff to prepare findings for the special use permit which they then voted on April 2, 2001.
